?I Told You We?d Kill It?

Early on Thursday afternoon, a few hours before the start of a monthlong summer recess, the U.S. Senate held a doomed vote on a $44 billion package of transportation and housing funds. The vote was 54-43, six short of cloture, most Republicans making sure that the bill with the accidentally perfect name of THUD (Transportation, Housing, and Urban Development) went down in flames for now.

Pennsylvania Sen. Pat Toomey, whose work on a gun control amendment this year gave him the temporary glow of a centrist, walked from the Senate to a special, open live-streamed meeting of the Republican Study Committee, all about the Obama administration?s scandals. Anyone watching the Tea Party Patriots-sponsored feed could hear Toomey tell a colleague that ?we did something constructive today? in the Senate.

?We denied cloture on the THUD bill,? said Toomey. ?I told you we?d kill it, and we did.?

This was only a day after the House of Representatives had pulled its version of THUD from the floor. All week congressmen had been slogging through amendments, on schedule, but late on Wednesday they punted, promising to take up the bill after the recess. House Appropriations Chairman Hal Rogers thought otherwise. ?The prospects for passing this bill in September are bleak at best,? he said in a statement, ?given the vote count on passage that was apparent this afternoon.?

That put House Speaker John Boehner in the awkward but survivable position of facing reporters on Thursday and telling them that Rogers was wrong. ?I believe the votes would have been there for the THUD bill, but we had some 50 amendments to work through,? said Boehner. At the moment they pulled the bill, they?d already dealt with 22 amendments. It was just too much, said the speaker, ?considering everything else we had this week.?

Gazing in horror at the Republican House and pronouncing it ?dysfunctional? is a favorite Washington hobby this year, and Republicans know it. They?ve played into it. Boehner often insists that the party controls ?one-half of one-third of the government,? as if that renders it helpless, and as if the Supreme Court doesn?t lean right. In a July 21 interview, Boehner sidestepped a question about how little was getting to the president?s desk by insisting Congress ?ought to be judged on how many laws we repeal.?

That was a smarter line than pundits gave him credit for. Boehner was translating a core tenet that most Republicans believe?that ?government is best which governs least.? (Many think Thomas Jefferson said this, when actually Henry David Thoreau did, but the point is that they believe it.) The real problem with the line was that Boehner hasn?t really succeeded at repealing laws, either. Right now the House is incredibly good at passing ?message? bills and amendments, and pretty terrible at passing spending bills that could get to conference with the Senate.

Why? Three reasons. First, most House Republicans, and plenty of Senate Republicans, fundamentally mistrust the Democrats and think they?d use the conference to ram through spending bills (or immigration reform, or anything, really) they don?t like. The House GOP?s big idea on the debt ceiling this year was to force the Senate to pass a budget. It did. The House didn?t take the rebound. ?We were so proud,? moaned Sen. John McCain in an interview this week. ?We passed a budget resolution?most of it nonsense?but guess what? Now we have the same group [who demanded this] who are blocking going to conference. The same group sometimes doesn?t want to take up a bill and at other times blocks a bill because they can?t get all the amendments they want.?

The second reason is that House Republicans are stuck in a vise between Democrats who want to beat them in 2014 and conservatives who want to ? well, in some cases, beat them in 2014. When the first version of the farm bill failed, it was for the same reason THUD was pulled. Democrats provided no cover (they neither whipped for or against, though some members organized the conference for the ?no? side), and there weren?t enough ?ayes? from the conservative wing. As Brian Beutler pointed out yesterday, House Republicans have only really agreed on the numbers in Paul Ryan?s budgets, which (if you remember the 2012 campaign) don?t get into specifics about cuts. They don?t ?say how to allocate the dollars, nor does it grapple in any way with the possibility that cutting domestic spending so profoundly might be unworkable.? When spending bills come up, they?re going to contain details, and the details are going to lose people.

The third reason has much more to do with optimism. House Republicans face a map designed by state legislators to re-elect them for years. They know the Senate can flip in 2014 if Republicans win three open seats in red states (South Dakota, Montana, West Virginia) and knock out three Democratic incumbents. So they can easily imagine a future in which they don?t have to negotiate as much with Democrats, and when they can fill in the abstractions of the Ryan budget. The ?one more election will fix this? theory dominated in 2012, and to a lesser extent in 2010?the believers are like blackjack players who hit on 20.

What do they pass in the meantime? Well, today, they were supposed to be celebrating the successful conclusion of Stop Government Abuse Week, with new bills (doomed in the Senate) to punish venal IRS employees, prevent the enactment of Obamacare, and so on. ?We have a package of about 10 bills aimed directly at that very point,? said House Majority Leader Eric Cantor on Fox News last Friday. ?The reason why we're really doing it is because you've seen now across the country a lot of waning, if you will, of the trust that people have in this government.?

The result was the one development more ironic than ?THUD.? In order to fast-track the bills and protect them from deleterious Democratic amendments, Republicans needed more than 80 Democrats to join them for two-thirds supermajorities. Democrats in the House Oversight and Government Reform Committee whipped against it, so Republicans changed the rule on bills that weren?t actually generating many headlines anyway.

They?ll keep trying. Instructions for House Republicans heading home tell them to convene town halls or hold events that raise awareness of the IRS story. At his Thursday press conference, before he told reporters he was ?not the least bit concerned? about the perception of a fumbling House, Boehner told reporters that he?d just met with House investigators digging into the Sept. 11, 2012, attacks in Benghazi.

?I stressed once again we need to get to the bottom of what happened that terrible night,? said Boehner. ?We're also continuing to investigate the IRS for its abuse of power. There's nothing phony about these scandals, Mr. President.?

Syria: Wells dug on church grounds amid water shortages

Barnabas Fund partners in Aleppo are digging water wells in church grounds

Church grounds are being used to source new water wells in the embattled Syrian city of Aleppo.

The wells are being dug by a Barnabas Fund partner in Christian areas of the city to provide clean water for around 400,000 residents.

The city has seen some of the worst fighting in the conflict and residents are struggling to cope with the chronic shortages of food, water and other basic items.

The shortages have been exacerbated by a blockade imposed last month by opposition fighters.

According Barnabas Fund, the city's main water supply was damaged last year and the back-up pump can only meet half of the demand. Some parts of the city are only receiving water for a few hours twice a month.

Barnabas Fund's Aleppo partners are refurbishing existing underutilised water wells and digging new ones in land belonging to churches, Christian schools and other Christian bodies.

There are plans to create 14 wells in total.

In addition to supporting the water project, Barnabas Fund is distributing hygiene kits in the city and covering the cost of medicine and medical treatment for residents.

Dr Patrick Sookhdeo, International Director of Barnabas Fund said: "Christians in Aleppo are in particular need of our prayers and support at this time as a rebel blockade restricts the movement of people and goods in and out of the city."

New touchscreen fingerprints you while you tap away

Putting in a password or pattern every time you open your phone or tablet gets old fast ? but what if your device could tell it was you holding it just from a single touch? This new touchscreen device can read your fingerprints as you use it ? although it won't fit in your pocket any time soon.

The device, created by Christian Holz and Patrick Baudisch of the Hasso Plattner Institute in Germany, is called the Fiberio. It gets its almost superhero-ish name from a "fiber optic plate" that acts both as the display and fingerprint surface. The way it works is actually quite a bit like the original Microsoft Surface, relying on a similar projector/camera combo to put an image on a semi-opaque glass surface and watching that same surface for changes that indicate touches.

The Fiberio device, and its special fiber optic surface.

The Fiberio, however, takes things a step further than the Surface in precision. Its namesake fiber optic surface is composed of tiny glass fibers, six micrometers in diameter, and it has an interesting property: objects in contact with the surface (like the raised ridges of your fingerprint) appear dark, while things even slightly distant (like the valleys between those ridges) appear light.

As a result, the device's high-resolution camera can capture an image of a user's fingerprint as soon as they touch the screen.

Fingerprints can be detected easily through the special material.

Such a simple and quick security measure could be useful in many situations. Unlocking your phone, of course. But what about operating an ATM without a card or password? Just touch the "$20" button and it reads your fingerprint, checks your balance, and spits out the money.

A quick fingerprint scan in a hospital room or factory could show that the doctor or inspector was there and approved. A touch at the register could pay for your coffee without cash or a swipe (but don't forget to tip).

Unfortunately, there's no way the Fiberio could be packed into a tablet or phone. The way it works relies on being able to view the underside of the screen with a serious camera, something that won't fit into a quarter-inch-thick case.

In the meantime, the device is still compelling enough that it may start showing up in places where government and private industry can spare a bit of space. Police stations, medical facilities and banks could all benefit from quick and easy identity variation. Perhaps they'll be clued in after Fiberio's inventors present the technology at an upcoming computer interface symposium in Scotland this October.

LOS ANGELES -- The redesigned 2014 Mazda3 has received an EPA rating of 29 mpg city/41 highway.

The rating, announced today by Mazda, covers the 2014 Mazda3 sedan with a manual transmission and a 155-hp, 2.0-liter four-cylinder engine. Adding an automatic transmission boosts the Mazda3's city rating by 1 mpg, while highway fuel economy is unchanged.

The Mazda3's EPA rating exceeds the entry-level models of compact segment leaders such as the Honda Civic, Ford Focus, Chevrolet Cruze, Kia Forte, Hyundai Elantra and Toyota Corolla, according to the EPA's fuel economy comparison Web site, fueleconomy.gov.

The fuel economy ratings will help Mazda's perennial best-seller in the cutthroat compact-sedan segment. U.S. Sales of the current Mazda3 fell 12 percent to 52,701 units in the first half of 2013, while the compact-car segment as a whole grew 8 percent to more than 1.1 million vehicles.

The 2014 Mazda3 goes on sale in September with a base price of $17,740, including shipping. The entry-level Mazda3 i SV comes only as a sedan with a 2.0-liter engine combined with a six-speed manual transmission from Mazda's Skyactiv technology portfolio. Five-door hatchback variants are offered in higher trim levels. Standard equipment includes push-button start, automatic door locks, remote keyless entry and a USB connection port.

The four trim levels include the base SV, followed by Sport, Touring and Grand Touring. The range tops out at $27,290 for the Mazda3 s Grand Touring hatchback, with the "s" designating a 2.5-liter engine combined with a six-speed automatic transmission.

Stocks turn flat on mixed earnings reports

The Dow and S&P 500 dropped on Wednesday as investors digested the latest batch of corporate earnings, but stronger-than-expected results from Apple helped limit losses on the tech-heavy Nasdaq.

"It's only a matter of time before we get through 1,700 on the S&P 500?it's a psychological number, but if it breaks, you could see a lot of action," said Alan Valdes, director of floor operations at DME Securities. "There's still nearly $100 billion in cash right now. Volume's been anemic because people are on the sidelines?we may drift sideways for the rest of the summer."

The Dow Jones Industrial Average finished 25 points lower, dragged by Caterpillar and AT&T, after logging a fresh closing high on Tuesday.

The S&P 500 also declined, while the Nasdaq finished flat. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, traded above 13.

Elliot Spar, market strategist at Stifel Nicolaus, said major averages have been tracking their respective 10-day moving averages for the last two months. "A clear break (two-consecutive days below a key level) on two or more of those averages would probably be the beginning of more than a one-day dip."

Most key S&P sectors ended in negative territory, led by energy and utilities, while techs closed modestly higher.

Among earnings, Apple jumped to lead the Nasdaq 100 gainers after the tech giant reported quarterly results that topped consensus. The company also announced that iPhone sales grew more than expected, helping to offset weak iPad sales.

Ford rallied after the U.S. automaker blew past expectations, thanks to strong pickup truck demand in North America and record profits in the Asia-Pacific region. Boeing gained after the aerospace giant exceeded Wall Street expectations and lifted its full-year earnings forecast, despite problems with its 787 Dreamliner.

Meanwhile, fellow Dow component Caterpillar missed quarterly projections and cut its full-year outlook. CEO Doug Olberhelman said the company experienced a number of headwinds during the quarter, but that he expects improvement during the second half of the year.

To date, more than a third of S&P 500 companies have posted results this quarter, with 66 percent of firms exceeding earnings expectations and 53 percent topping revenue projections, according to the latest data from Thomson Reuters. If all remaining companies report earnings in line with estimates, earnings will be up 3.8 percent from last year's second quarter.

On the economic front, new home sales jumped 8.3 percent in June to a seasonally adjusted annual rate of 497,000 units, the highest level since May 2008, according to the Commerce Department. Still, the reading was below economists' projections for a 482,000-unit rate.

Weekly mortgage rates dropped last week for the first time in 2-1/2 months following reassuring comments from Fed Chairman Ben Bernanke, but demand for home loans still declined, according to the Mortgage Bankers Association.

Meanwhile, conditions in the manufacturing sector ticked higher in July to 53.2, hitting a four-month high, according to a report from financial data from Markit. A reading above 50 indicates expansion.

European shares were boosted by better-than-expected flash PMI (purchasing managers' index) data for the euro zone. Euro zone PMI rose to an 18-month high in July, according to data out on Wednesday. The number came in at 50.4 ? above the 50-mark that divides expanding activity from contraction ? compared to 48.7 in June. The euro traded higher after the news, hitting a one-month high.

"Encouraging news," wrote Howard Archer, an economist at IHS Global Insight in a note. "With the euro zone purchasing managers surveys supportive to the view that the euro zone has finally stopped contracting and could very well eke out marginal growth over the second half of the year."

However, shares in Asia declined after HSBC's flash estimate of Chinese PMI fell to an 11-month low of 47.7 in July, fueling fears of further slowdown in the world's second-largest economy.

Treasury prices extended their declines after the government auctioned $35 billion in 5-year notes at a high yield of 1.410 percent. The bid-to-cover ratio, an indicator of demand, was 2.46.

Army Spc. Anthony Maddox, 22, of Nederland. Maddox died Monday, July 22, 2013 in Afghanistan.

Army Pfc. David Drake, 22, of Lumberton, was hit by an improvised explosive device in Afghanistan on September 28, 2011, killing Drake and four other soldiers.

Army Staff Sgt. Leston "Tony" Winters, 30, of Sour Lake, was killed by a roadside bomb on July 15, 2010, in Afghanistan.

Marine Dustin Ray Chaney, 27, of Lumberton, died from congestive heart failure on May 22, 2010. Earlier in 2006, Chaney's unit's Humvee was hit by IED in Iraq, after which he began to have heart problems and post-traumatic stress disorder.

Army Chief Warrant Officer Rodney Jarvis, 34, of Jasper, died from a heart attack on July 13, 2009, while serving in Iraq.

Army Sgt. Shaun Tousha, 30, of Hull was killed April 9, 2008, in Iraq when a roadside bomb blew up the vehicle in which he was riding.

Marine Lance Cpl. Jeremy Wayne Burris, 22, of Liberty, died in Iraq on Oct. 8, 2007, shortly after an IED detonated under his vehicle. Burris survived the initial blast and helped two wounded Marines from the vehicle. He then returned to the vehicle to get some equipment and inadvertently detonated a second hidden explosive.

Army Spc. Kamisha Jane Block, 20, of Vidor died in Iraq on Aug. 16, 2007. A military police officer and the first area woman to die in the current conflicts, Block was shot and killed by another soldier.

Army Pfc. Brandon Keith Bobb, 20, of Port Arthur, died in Iraq July 17, 2007, when an IED detonated under his Humvee.

Army Spc. Ryan Berg, 19, of Sabine Pass, died Jan. 9, 2007, when a sniper's bullet hit him in the shoulder during an attack on his unit in Iraq.

Army Sgt. Daniel Winegeart, 23, of Honey Island, died Oct. 17, 2006, when his light medium tactical vehicle drove off an overpass in Iraq.

'Law & Order' star Dennis Farina had cancer at time of death

Law & Order star Dennis Farina was battling cancer at the time of his death, it has been revealed.

Farina died at the age of 69 at a Scottsdale, AZ hospital due to developing blood clots in his lungs.

His physician Dr Marc A Kates has now released a statement to clarify that Farina had been undergoing treatment for cancer at the time of his passing.

"He had a small cancer 13 years ago that was treated and cured with surgery," Dr Kates commented. "Over the last several months, he unfortunately experienced a recurrence of the cancer which was being treated."

He continued: "Despite treatment, over the weekend a blood clot developed in Mr Farina's lung which unexpectedly and suddenly took his life."

Farina was survived by his three sons and long-time partner Marianne Cahill.

His former Law & Order boss Dick Wolf said that he was "stunned" by Farina's death, and called the actor a "great guy".

10 MBA Programs That Lead to the Most Student Debt

The U.S. News Short List, separate from our overall rankings, is a regular series that magnifies individual data points in hopes of providing students and parents a way to find which undergraduate or graduate programs excel or have room to grow in specific areas. Students accepted into the business school of their choice can be prone to daydreams about glamorous careers and high wages.

A more realistic thought, though far less pleasant, is the idea of paying thousands of dollars a month in student loans. Students who get into the nation's top business schools may well go on to earn impressive wages, but some will also find themselves saddled with six-figure debt upon graduation.

The average MBA program student debt load incurred for full-time MBA students graduating in 2012 was $49,619, according to data provided to U.S. News by 100 ranked schools. That figure climbs to $97,154 at the 10 schools where graduates incurred the largest MBA program student debt burden.

Full-time students can expect to have the highest debt load at New York University's Stern School of Business, where the average graduate owes $105,782.

Students can also anticipate owing six figures after graduation at the University of Virginia's Darden Graduate School of Business Administration, The Fuqua School of Business at Duke University and the Massachusetts Institute of Technology's Sloan School of Management.

Of the top 10 schools, all but one are among the top 16 business schools ranked by U.S. News. Students at the highly rated schools are often destined to make high salaries, which may be why students are able to take on such substantial debt.

At New York University's Stern, for example, students can expect an average starting salary and bonus of $133,919, according to data collected by U.S. News about 2012 graduates.

At the other end of the spectrum, Louisiana State University?Baton Rouge's E. J. Ourso College of Business reported the lowest debt load. There, full-time students graduate owing an average of $8,181.

These data include only the debt incurred by full-time MBA graduates to fund their graduate business school degrees.

Schools designated by U.S. News as Unranked were excluded from this list. U.S. News did not calculate a numerical ranking for Unranked programs because the program did not meet certain criteria that U.S. News requires to be numerically ranked.

The 10 business schools below graduated full-time students with the heaviest average debt loads in 2012, based on data reported by schools to U.S. News.

Top US General outlines possible military intervention in Syria

With the civil war in Syria now passing beyond the two year mark and already having claimed almost 100,000 lives the need to bring about an immediate solution to the conflict has never been more necessary or dire.

International effort to bring a peaceful resolution to the ongoing fighting floundered as a Russian and US backed international peace conference between the Syrian government and the opposition failed to get off the ground as though the former was interested, at least in ?principle?, it seems that events on the ground told another story as heavy fighting in a number of key areas in the country saw the Syrian army gain the upper hand against the Syrian rebels and left any chance of peace talks far behind.

Of course while the international community has so far ruled out the possibility of any military intervention in Syria, one of the United States top military officer?s has outlined a possible intervention plan in Syria, sending an open letter to the US Senate to this effect.

Joint Chiefs of Staff chairman Gen Martin Dempsey today detailed five military options that the US government could possibly take if intervention were called for, but the General cautioned that any intervention in the country would be considered an ?act of war.?

The five options themselves would be to either provide training, advising and assistance to the Syrian opposition, conduct limited strikes in the country or establish a no-fly zone around it, create buffer zones within the country or then try to control Damascus' chemical arms. While the first option has been mulled, in addition to establishing a no-fly zone, the others bring the US in direct contention with the Syrian government and the General also added that besides appearing bellicose, saying that, "The decision to use force is not one that any of us takes lightly. It is no less than an act of war," options 2 to 5 would also be gravely expensive, costing the US almost $1 billion a month. The first option however would only cost $500 million a year.

Commenting on the first option, Gen Dempsey said that before any assistance or training is provided the US must take heed from its involvement in Iraq and Afghanistan, saying, "We have learned from the past 10 years, however, that it is not enough to simply alter the balance of military power without careful consideration of what is necessary in order to preserve a functioning state."

    Detroit Mayor Leaves Door Open for Federal Bailout

    Detroit Mayor Dave Bing on Sunday left the door open for a federal bailout after the city?s bankruptcy filing, saying the nation?s response would ?set a benchmark? for aiding other struggling cities.

    Asked directly whether Detroit would seek a federal bailout, Mr. Bing said ?not yet.?

    ?I think it?s very difficult right now to ask directly for support,? he said on ABC?s ?This Week.?

    ?I have gotten great support from this administration.? I?ve got great support from a lot of the different departments within the administration,? Mr Bing said of the Obama administration. ?They have been helpful, but now that we?ve done our bankruptcy filing, I think we?ve got to take a step back and see what?s next. There?s a lot of conversation, a lot of planning, a lot of negotiations that will go into fixing our city.?

    More than 100 urban U.S. cities ?are having the same problems we?re having,? Mr. Bing said. ?We may be one of the first.? We are the largest. But we absolutely will not be the last.? And so we have got to set a benchmark in terms how to fix our cities.?

    Mr. Bing said Detroit first needs to develop a plan to invest any money it would receive. He said he would be more specific in the coming weeks about his discussions with the federal government. ?I?m not sure exactly what to ask for.? I mean, money is going help, no doubt about that, but how much??

    Republican Michigan Gov. Rick Snyder, appearing on other Sunday news programs, also left the door open for federal bailout money. ?If the federal government wants to do that, that?s their option,? he said on CBS?s ?Face the Nation.? But he added, ?I don?t view that as the right answer.?

    Still, Mr. Snyder said the federal government could play a role in rebuilding the city, citing an upcoming $100 million program between the city, state and federal governments to remove blighted structures in Detroit.

    More Mega Man Game Boy Titles Planned For 3DS Virtual Console ...

    Only the first Mega Man Game Boy game is currently available on the 3DS Virtual Console, but Capcom is planning to expand that roster significantly.

    Capcom has announced the Game Boy versions of Mega Man 2, 3, 4, and 5 are all planned for release on the Virtual Console. The Game Boy Color's Mega Man Xtreme and Xtreme 2 are also on the way.

    Capcom doesn't have a release date to announce, but we should see them soon.

    I am a huge Mega Man X fan, so the chance to play the Xtreme games is very exciting. I have played all of the X games extensively, but was never able to check out the Xtreme games. I have strangely specific memories of learning about the Xtreme games in the early days of my Internet experiences and depressingly resigned myself to the fact that I would never get to play them. I don't know why I assumed I would? never play them. It might have had something to do with the Blockbuster up the street from my house that never had either of the games available for rent. If only I knew then what I know now.

    CIA spooks investigate geoengineering to fix climate

    You could say the US National Academy of Sciences (NAS) is late to the geoengineering party ? at least compared to its British counterpart. But it has now arrived, with an influential friend in tow: the CIA.

    This week in Washington DC, a panel of experts convened by the NAS met for the first time to embark on a study that will consider the risks and benefits of engineering solutions to dangerous climate change by sequestering away carbon dioxide or reflecting solar radiation back out into space.

    The Royal Society delivered a similar report in 2009, so it should come as no great surprise that the NAS is considering the pros and cons of geoengineering. But the fact that the study's funders include the CIA has caused a media buzz. "Conspiracy theorists, rejoice!" noted Mother Jones, invoking memories of the Vietnam war when the US military seeded clouds in an attempt to turn the Vietcong's supply lines into a quagmire.

    In fact, the CIA's main interest in geoengineering does not lie in any offensive use. Rather, the US intelligence community sees climate change as a potential threat to global geopolitical stability, and so wants a thorough analysis of the mitigation options. "On a subject like climate change, the agency works with scientists to better understand the phenomenon and its implications on national security," says Ned Price, a CIA spokesperson.

    Rogue actors

    Given the CIA's interest, the study may consider the danger of nations starting geoengineering projects unilaterally, benefiting themselves but posing problems for others. "An important issue to address is the question of rogue actors," suggests panel member Ken Caldeira of the Carnegie Institution Department of Global Ecology, based at Stanford University in California.

    But the main focus of the final report, due in the second half of 2014, will be a scientific assessment of the feasibility of three or four proposed geogineering technologies ? such as scattering sulphur dioxide aerosols high into the atmosphere to reflect the sun's energy, or storing carbon dioxide in the deep ocean. The panel will also consider the risks, which in the latter case would include accelerating ocean acidification.

    In addition to the NAS and the CIA, the project is backed by the two leading US government agencies that monitor the changing climate: NASA and the National Oceanic and Atmospheric Administration.

    Caldeira, who also worked on the Royal Society report, hopes the NAS study will break some new ground. "One thing the Royal Society didn't do is map out what a geoengineering research programme would look like," he says. "That's one gap I would hope we can fill."

    Pirate drama 'Black Sails' launches at Comic-Con

    SAN DIEGO (AP) ? "Black Sails" cast out into the open waters of Comic-Con.

    Starz isn't premiering the mature pirate drama until next year, but the first episode was screened for hundreds of fans ? some dressed in pirate regalia ? at a movie theater Thursday night during the pop-culture convention.

    "Black Sails" cast members Zach McGowan, Jessica Parker Kennedy, Mark Ryan and Hakeem Kae-Kazim were on hand for the preview, which marked the first time for them to see the inaugural installment, too.

    "I thought it sucked," joked McGowan, who plays ruthless Captain Vane. "No, it was awesome. It was really great to see it with everyone for the first time."

    Before the screening at San Diego's Reading Cinemas, composer Bear McCreary and a band performed musical selections from the series.

    With sweeping cinematography and gritty violence, the first episode centered on Toby Stephen's beleaguered Captain Flint as he sought to maintain control of his ship, the Walrus, and seek out a Spanish treasure fleet.

    "Black Sails" creators Jon Steinberg and Robert Levine said they want their take on the pirate genre to be as realistic as possible. This is not "The Pirates of the Caribbean: The Show."

    "The hope was to suck the truth out of everything we know that happened and turn it into something that felt real," said Steinberg. "What became clear to us very quickly is a pirate ship is the exact opposite of what you think it is. It's a mob. There's no adventure to being a guy who has to figure out how to corral a mob."

    NJ state employees fibbed about income for free school lunches: report

    Scores of New Jersey state employees allegedly downplayed their incomes so they could apply for free school lunches for their children, according to a report released by the state comptroller?s office.

    ?Dozens of public employees appear to have lied about their income in order to take advantage of a school program designed to help families in need,? State Comptroller Matthew Boxer said in a statement on Wednesday.

    Eighty-three state employees and 26 other individuals were referred to the Division of Criminal Justice after a probe of 15 school districts in the Garden State found ?widespread fraud? in applications for the National School Lunch Program between 2009 and 2012.

    One Pleasantville school board member questioned in the probe underreported her income by nearly $180,000 over the three-year period, and told investigators that the amount of money she makes is ?none of [the school district?s] damn business,? according to a statement from the comptroller?s office.

    The lunch program provides state and federal money to feed students whose families make below a certain amount of money each year. Some less-than-needy employees had found a way to game the system, officials said.

    ?We took on this project because we were concerned about the ability of public employees to use their knowledge of the workings of the free lunch program to improperly obtain benefits,? Boxer said. ?Those who know the rules of the program have a greater opportunity to submit a fraudulent application and avoid any scrutiny.?

    The total amount of underreported income in the more than 100 cases reviewed by the state comptroller?s office over three years totaled more than $13 million, according to the report. Some of the people caught up in the probe said they had reported their net income instead of the gross income required by the form, or said they had not included their spouse?s income, according to the comptroller?s office.

    ?What we learned in this investigation is that because of the way this program is structured, there is minimal oversight, resulting in people frequently lying on program applications about income amounts,? Boxer said, according to New Jersey newspaper the Star-Ledger. ?In short, the free lunch program has been compromised by widespread fraud.?

    Gov. Chris Christie said he found the report?s findings ?absurd and obscene? at a news conference on Wednesday, according to the Philadelphia Inquirer.

    ?I?m probably the only person not getting free lunches,? Christie said, according to the paper. ?I?m urging the legislature to rethink the way they are doing the school funding formula.?

    The investigation was launched by the comptroller?s office after a number of officials from the school district in Elizabeth, N.J., including the president of the city?s board of education, were arrested for allegedly filing fraudulent lunch applications.

    Apache to Sell Gulf of Mexico Shelf Assets for $3.75 Billion

    Apache Corp. (APA) has agreed to sell its Gulf of Mexico shelf operations and properties to Fieldwood Energy LLC for $3.75 billion in cash, as the U.S. oil and gas company looks to pay down debt.

    The Houston company said the sale to Fieldwood, an affiliate of New York private-equity firm Riverstone Holdings Ltd., is in line with a shift in focus to onshore production in North America.

    Apache in May said it planned to sell $4 billion in assets this year, saying narrowing its focus to onshore production would be likely to provide the best return. The company has said it plans to use the proceeds to pay down debt and to buy back shares.

    The move comes as some energy producers, including Chesapeake Energy Corp. (CHK), that expanded aggressively during the recent energy boom are scaling back.

    "At the end of this process, we expect Apache to have the right mix of assets to generate strong returns, drive more predictable production growth, and create shareholder value," said Chief Executive G. Steven Farris.

    The properties sold to Fieldwood include more than 500 blocks and 1.9 million net acres. As of year end in 2012, total proved reserves in the properties were 239 million barrels of oil equivalent, including more than 55% oil. Current daily production exceeds 95,000 barrels of oil equivalent.

    Apache will keep a 50% stake in all exploration blocks and in developed blocks where high-potential plays are being tested.

    Fieldwood will also assume all retirement obligations for the properties, estimated at a discounted value of around $1.5 billion.

    The effective date of the sale was July 1, and sale is expected to close on Sept. 30.

    Fieldwood has agreed to employ "substantially all" Apache's Gulf of Mexico employees, the companies said.

    Apache shares were up 2.2% after hours to $85.40. Through the close, the stock was up 6.5% since the start of the year.

    Baseball union says drug bans likely not served this year

    NEW YORK (AP) - The baseball players' association says any suspensions resulting from the sport's latest drug investigation likely won't be served until next year if the discipline is challenged before an arbitrator.

    Union head Michael Weiner expects Major League Baseball will notify the union of its plans for penalties in the next month, and the association will maintain any discipline should not be announced until after a grievance hearing, and then only if arbitrator Fredric Horowitz upholds a ban.

    "We're going to have a discussion with them. That discussion will include whether or not names of suspended players will be announced publicly," Weiner said Tuesday during a meeting with the Baseball Writers' Association of America.

    Former MVPs Alex Rodriguez and Ryan Braun are among the more than a dozen players under investigation for ties to Biogenesis, a closed anti-aging clinic in Florida linked with the distribution of performance-enhancing drugs. MLB officials have been interviewing players, who have been represented by the union and their own lawyers.

    A provision in baseball's drug agreement says discipline for first offenders can be announced before a hearing if the penalty results from an allegation that became public other than through MLB or a team. Miami New Times published allegations in January, but the union could argue that a penalty results from evidence baseball has gathered rather than the newspaper account.

    After MLB and the union decide how to process grievances, hearings will be scheduled before Horowitz - but not before September and possibly later. Each player is entitled to a separate hearing, and Weiner said the union wants Horowitz to hear all cases.

    "When all the interviews are done, we will meet with the commissioner's office and we'll try to work something out," Weiner said. "Our players that deserve the suspensions, we'll try to cope with their suspensions. Our players that don't deserve suspensions, we will argue that they don't deserve a suspension. And I hope we have success. We may not have success on every single player, but I hope we have a fair amount of success."

    MLB Executive Vice President Rob Manfred declined comment.

    Weiner spoke from a wheelchair and said symptoms have increased in the last month from a brain tumor he was diagnosed with last summer. He currently can't move his right side or right arm and must use a wheelchair.

    Weiner said the union will appoint a deputy executive director within a week or two.

    Most of his talk was dominated by the drug investigation.

    While most suspensions have been for positive tests since the joint drug agreement was reached in 2002, players also can be penalized for "just cause," based on other evidence.

    "In theory, they could be suspended for five games or 500 games," Weiner said. "We could then choose to challenge or not, but the commissioner's office is not bound by the 50-100-life scale."

    If multiple players are disciplined, management and the union would have to decide the order of the grievance hearings.

    "They've got to prove all those cases. I like Dan Halem, a lot, but he's going to be running around like the proverbial chicken with its head cut off," Weiner said, referring to an MLB senior vice president. "If that's the circumstance, we'll just have to schedule them and get them done as quickly as we reasonably can. And if we have the number that you suggest, it's going to take a while."

    Weiner said the union has taken the position that players can't be penalized for refusing to answer MLB's questions in the investigation. Arbitrator Raymond Goetz overturned Bowie Kuhn's suspension of Ferguson Jenkins in 1980, ruling the pitcher couldn't be penalized for refusing to answer questions while criminal charges were pending in Canada.

    "Obviously we have looked at Jenkins in connection with this matter and whether or not it would apply, and our conclusion is that it clearly does," Weiner said.

    Speaking before Weiner in a separate session, baseball Commissioner Bud Selig repeated his call to toughen penalties in the drug agreement for 2014.

    "We've heard from a lot of players that increased penalties are called for. We've heard from a lot of other players that don't think increased penalties are called for," Weiner said. "And I imagine we will work it out at or near in early December and then have a negotiation with them over that very subject."

    Tumblr is free to decide what content they host as they are a private company but tumblr has also effectively changed the terms of service without any notice or warning.
